Russia is increasingly discussing the introduction of an organized migrant recruitment system known as “organized recruitment” (orgnabor). The idea is that a foreign citizen comes to the country for a specific job and employer that have already been arranged.
Simply put, instead of looking for work after arrival, the employer organizes the invitation and employment in advance.
How could it work?
The Ministry of Internal Affairs is currently developing a system in which:
- employers and migrants will be included in a special registry;
- employment will be possible only through the official system.
If a person arrives through the organized recruitment program, they:
- receive a specific job offer;
- work for a designated employer;
- must comply with the terms of the contract and migration regulations.
What will not be allowed?
According to the proposed rules, a migrant will not be able to:
- work for a different employer;
- move to another region for work;
- change professions without reapplying and updating documents.
If these rules are violated, the person may be removed from the registry and will only be able to return to the organized recruitment system after one year.
What are the advantages?
Organized recruitment may provide:
- a clearer employment process;
- official employment immediately upon arrival;
- a lower risk of falling victim to scammers.
The authorities also speak about digitalizing migration processes and strengthening oversight.
What are the risks?
- migrants become more dependent on their employer;
- there may be no opportunity to change jobs freely.
The system is still under discussion, but one thing is already clear: the main advantage of organized recruitment is that a person arrives in Russia with an official job already arranged, reducing the risk of being left without income or becoming a victim of fraud.
