This article is for those who have the right to reside in Russia: a residence permit (RVP/RVPO), permanent residence (VNZh), or Russian citizenship.


For many labor migrants from Uzbekistan, Tajikistan, Kyrgyzstan, and Azerbaijan, registration is a mandatory and important step for legal stay in Russia. However, the registration process can be complicated: where to apply, what documents are needed, and how to avoid refusal. We understand that it is important for you not only to comply with migration laws but also to be able to work peacefully and support your family from afar. That’s why we will explain how to properly register your place of residence through the MVD or MFC.


Why is registration at your place of residence important?


Registration confirms your legal stay at a specific address. Without it, you may face difficulties with employment, accessing medical services, and most importantly, with your work.


Where to apply for registration?


You can submit an application at the MVD migration office responsible for the address where you plan to register. It is convenient to book an appointment through the Gosuslugi portal. Registration is also available at MFC offices, where you can receive several government services at once if needed. The service is provided within up to 6 working days.

What documents do you need to bring?


  • Your passport.
  • Passports of your spouse and children aged 14 to 18, if registering them.
  • A document confirming ownership of the property or a social rental agreement. If the document is not registered with Rosreestr or is not in Russian, you will need the original and a notarized translation.
  • If you are not the property owner, all owners over 18 must come with you or provide notarized consent.
  • For children under 14 — birth certificates and notarized translations (if issued outside Russia), as well as a permanent registration certificate if available.
  • For registering an incapacitated person — passport, court decision recognizing incapacity, and guardianship or custody documents.

Who should attend the appointment?


You and all family members being registered — spouse and children aged 14 to 18 — must attend the MVD or MFC appointment. If you own a share of the property or register children at your own registered address, consent from other owners is not required.


What happens after submitting the application?


On the appointed day, you need to revisit the MVD or MFC, where a registration stamp will be placed in your passport. Children under 14 will receive a registration certificate. Remember, when changing your place of residence, permanent registration must be completed within 7 calendar days.
