Starting September 1, new rules affecting foreign citizens will come into force in Russia. State Duma Chairman Vyacheslav Volodin has highlighted the upcoming changes.
The key changes include a shorter deadline for completing the mandatory medical examination, faster tax registration for foreign citizens, and an expansion of the pilot program introducing additional migration controls.
The Medical Examination Must Be Completed Sooner
For foreign citizens who come to Russia for more than three months, the deadline for completing the mandatory medical examination will be reduced from 90 days to 30 days.
This means that it will no longer be possible to postpone the procedure after arrival: foreign citizens will have significantly less time to complete the required medical examinations and obtain the necessary documents.
If a dangerous infectious disease is detected during the examination, measures may be taken to remove the foreign citizen from Russia in accordance with the procedure established by law.
Tax Registration Will Become Faster
Starting in September, the Federal Tax Service will be able to receive information about foreign citizens more quickly through electronic data exchange between government agencies.
For foreign citizens, this means that some information will be transferred directly between government agencies without lengthy waiting periods or additional requests.
Migration Controls in Moscow and the Moscow Region Are Expanding
The pilot program introducing new mechanisms for registering and monitoring foreign citizens in the Moscow region is also being expanded.
Starting September 1, the Amina app will be required not only for labor migrants but also for certain other foreign citizens staying in Moscow and the Moscow Region, including students and relatives who have arrived for purposes unrelated to work.
If you have recently arrived in Russia, it is best to check the deadlines for all mandatory procedures in advance, including the medical examination, migration registration, obtaining a work patent, and completing other required documents.

The changes taking effect on September 1 show that migration controls are becoming increasingly automated, while the deadlines for certain procedures are becoming shorter.
