If your child is under 18 years old and is a foreign citizen, they must be registered at the place of residence of one of their parents or legal representatives.
Important: this type of registration cannot be arranged through a power of attorney. The application must be submitted personally by a parent or legal representative.
Where can you submit the application?
There are three options:
- through Gosuslugi;
- in person at the Ministry of Internal Affairs (MIA);
- in person through an MFC (Multifunctional Center).
How to register through Gosuslugi:
1. Complete the application for registration at the place of residence.
2. Upload photos or scans of the required documents. All information must be entered in Russian.
3. If the property belongs to other owners, their consent must be provided through Gosuslugi.
4 .Pay the state fee of 1,000 rubles.
5. Wait for an invitation from the Ministry of Internal Affairs.
6. Bring the original documents to your appointment.
After the documents are checked, an MIA officer will place a registration stamp. The registration becomes valid only from that moment.

How to register through the MIA or an MFC:
1. Visit the Ministry of Internal Affairs or an MFC at the location where the registration will be issued.
2. Submit the required documents.
3. Pay the state fee of 1,000 rubles.
If the verification process is completed quickly, the registration stamp may be issued on the same day. In some cases, verification can take up to 12 working days. If so, you will need to visit the MIA or MFC again to receive the registration.
A child must be registered at the address where one of the parents or legal representatives is registered.
Do not delay completing the registration. The absence of registration can create difficulties when receiving medical care, enrolling in school, and resolving other important matters.
