If a foreign citizen is added to the Registry of Controlled Persons (RKL), they become subject to a deportation regime. This regime remains in effect until the person either leaves Russia or restores legal grounds for staying in the country.
It is important to understand that once included in the registry, a person faces not only restrictions but also additional obligations.
Failure to comply with these obligations may result in placement in a special detention facility and deportation from Russia.
What must be done after being added to the RKL?
1. Attend meetings requested by the Ministry of Internal Affairs.
If the Ministry of Internal Affairs (MIA) summons you, you must appear at the specified time.
2. Notify the MIA of your residential address.
After being added to the registry, you must report your address of residence to the MIA.
This must be done every 7 calendar days. The notification can be submitted in person or through Gosuslugi.
3. Inform the MIA if circumstances prevent you from leaving Russia.
You must notify the MIA no later than 3 calendar days after such circumstances arise.
4. Report any change of residence made without prior MIA approval due to valid reasons.
This must also be reported within 3 calendar days.
5. Notify the MIA if you plan to leave Russia voluntarily.
You must provide:
- the date of departure;
- the place of departure;
- your travel route.
The notification must be submitted no later than 2 working days before departure.
How can you find out if you have been added to the registry?
Many foreign citizens learn that they have been included in the RKL only after a police document check or when they encounter problems while applying for services.
