Changes to the Amina App Starting September 1: Who Needs to Install It Now?

Starting September 1, 2026, the pilot program for registering foreign citizens through the Amina mobile app is being expanded in Moscow and the Moscow Region.


Previously, the new rules primarily applied to foreign citizens coming to the Moscow region for work. Now, the list of participants is being expanded.


Who Will Be Affected by the Changes?
Starting September 1, foreign citizens who enter Moscow or the Moscow Region without a visa for purposes other than work will also be required to use the app.


For example:

- foreign students studying in Moscow or the Moscow Region;
- relatives of foreign citizens who have come to stay with them for an extended period;
- foreign citizens who have arrived for visits or other purposes unrelated to work.


In other words, while Amina was previously associated mainly with labor migrants, the app is now also relevant for their family members.


Who Is Not Affected by the Changes?
The new rules do not apply to citizens of Belarus or foreign citizens under the age of 18. Certain exemptions also apply to diplomats, consular employees, representatives of international organizations, and their family members.


What Is Amina Used For?
The app is used as part of the experimental migration registration system in Moscow and the Moscow Region. Through the app, foreign citizens provide information about their actual location.


To use the app, users must consent to the processing of their personal data and the sharing of their geolocation.

What Is Important to Know?
The new requirements apply only in Moscow and the Moscow Region. If you live in another region of Russia, you do not need to install Amina because of this Moscow pilot program.


However, if your relatives live with you in the Moscow region or your children are studying there and are old enough to participate in the pilot program, it is worth checking in advance whether the new requirements apply to them.


The changes take effect on September 1, 2026, so foreign citizens staying in Moscow and the Moscow Region should make sure they are aware of the new migration registration requirements.
