From June 30, 2025, to June 30, 2026, Russia is conducting a pilot program requiring all foreigners who plan to enter Russia without a visa to complete an entry declaration in advance through the ruID application.
This applies to citizens of visa-free countries, including Uzbekistan, Tajikistan, Kyrgyzstan, Azerbaijan, Armenia, Kazakhstan, and other countries with visa-free entry arrangements.
Who does not need to complete the declaration?
The declaration is not required for:
- those who need a visa to enter Russia;
- foreign citizens included in the list of exemptions;
- those entering Russia under different entry procedures.
It is recommended to complete the declaration in advance in order to undergo preliminary verification and avoid unnecessary issues during travel.
Why submit the declaration?
The main advantage is that you can check in advance whether there are any restrictions on your entry.
After the declaration is submitted, the information is sent for preliminary review. If there is an entry ban or other restrictions, the person will learn about it before traveling.
After crossing the border and confirming a Gosuslugi account, the application generates a QR code containing passport and travel information. This QR code can be presented when necessary, for example, to police officers.

If a foreign citizen arrives in Russia for work, their information may be transferred to the Social Fund. After that, a SNILS number (individual insurance account number) is issued, which is required for official employment. It should appear in the person's Gosuslugi account within 5 days after crossing the border.
Where can you submit the declaration?
You can submit it:
- through the ruID application;
- through Gosuslugi, if your biometric data has already been registered.
The ruID application is available in Russian, Uzbek, Tajik, Kyrgyz, and other languages.
