Simply put, migration registration rules in a particular city or district could differ from the general rules if the regional authorities adopt such a decision.
What Would This Mean for Foreign Citizens?
If the amendments are adopted, it will become especially important to consider not only general federal requirements but also the rules that apply in the specific place where you live.
For example, if a foreign citizen plans to move to another city or district, they may need to find out in advance whether a special migration registration procedure applies there and what requirements must be met.
This does not mean that such a system would be introduced in all regions of Russia at once. The bill proposes giving governors the right to introduce additional rules only where they consider them necessary.
Why Are Regional Rules Becoming Different?

When Could the New Rules Take Effect?
For now, no additional action is required. This is still a bill that must go through consideration in the State Duma and the subsequent stages of the legislative process.
If the bill is adopted in its proposed form, the changes are expected to take effect on March 1, 2027.
