Many migrants from Uzbekistan, Tajikistan, Azerbaijan, and Kyrgyzstan consider rotational work — when you travel to another region for several weeks or months and then return.
Yes, foreign citizens can work on a rotational basis, but there are important restrictions.
The main rule:
You can work only in the region specified in your patent or work permit.
This is a key point that many people are not aware of.
According to the law:
- an employer is not allowed to send a temporarily staying foreign citizen to work outside the region where the patent or permit was issued;
- a temporarily residing foreign citizen (with an RVP) also cannot be sent to work outside the region where residence is permitted.

What does this mean in practice?
If you are offered rotational work in another region, for example:
- your patent is issued in Moscow,
- but you are asked to work in another city — this is a violation.
Even if the employer says that “it’s allowed,” responsibility will still fall on you as well.
Before agreeing to work in another region, always check whether it matches the region specified in your patent.
